To understand how compliance develops both in everyday and corporate environments, it is crucial to understand how different mechanisms work together to shape individuals’ (non)compliant behavior. Existing compliance studies typically focus on a subset of theories (i.e., rational choice theories, social theories, legitimacy theories, capacity theories, and opportunity theories) to understand how key variables from one or several of these theories shape individual compliance. The present study provides a first integrated understanding of compliance, rooted in complexity science, in which key (...) elements from these theories are considered simultaneously, and their relations to compliance and each other are explored using network analysis. This approach is developed by analyzing online survey data (_N_ = 562) about compliance with COVID-19 mitigation measures. Traditional regression analysis shows that elements from nearly all major compliance theories (except for social theories) are associated with compliance. The network analysis revealed groupings and interconnections of variables that did not track the existing compliance theories and point to a complexity overlooked in existing compliance research. These findings demonstrate a fundamentally different perspective on compliance, which moves away from traditional narrow, non-network approaches. Instead, they showcase a complexity science understanding of compliance, in which compliance is understood as a network of interacting variables derived from different theories that interact with compliance. This points to a new research agenda that is oriented on mapping compliance networks, and testing and modelling how regulatory and management interventions interact with each other and compliance within such networks. There exists broad agreement that participatory, intersubjective engagements in infancy and early childhood, particularly triadic engagements, pave the way for the folk psychological capacities that emerge in middle childhood. There is little agreement, however, about the extent to which early participatory engagements are cognitively prerequisite to the later capacities; and there remain serious questions about exactly how narrative and other language practices can be shown to bridge the gap between early engagements and later abilities, without presupposing the very abilities that (...) they are supposed to account for. A key issue here is the normativity inherent in requesting, proferring and inferring reasons. I point out that normativity is not a property only of linguistic interactions. Normativity and conventionality are also materially instantiated in the artefactual objects that are most frequently implicated in early triadic engagements. The conventional, canonical functions of artefacts may, however, be overlaid in symbolic play by significations rooted in children's experience of blended actual and virtual worlds. Artefactual objects are amplifiers, as well as objects of consciousness. Interwoven with the symbolic forms of language, they co-constitute a specifically human biocultural niche, within and in virtue of which developing human beings become competent folk psychologists. This article presents a generalized sense of meta-inference that extends into the transfinite, and proves analogous results to all transfinite orders.

Let us suppose that thematic roles, or something very much like them, are needed to describe lexical and semantic patterns in the behavior of verbal predicates. But what about nouns? Is there evidence independent of verbal constructions motivating a system of nominal thematic relations? We suggest that the general problem of argument selection does in fact motivate a set of quintessentially nominal thematic proto-roles which we call Proto- Part and Proto-Whole. These nominal proto-roles are parallel to but distinct from the (...) verbal proto-roles of Proto-Agent and Proto-Patient proposed by Dowty (1991) to account for argument selection in verbal predicates. The resulting theory of nominal argument selection is properly semantic, that is, it distinguishes between argument positions purely on the basis of the semantic entailments of the predicates involved. Furthermore, it is non-dynamic, that is, it describes static patterns of lexicalization without hypothesizing any productive grammatical process that maps semantic arguments to syntactic arguments during the derivation of a sentence. Steels & Belpaeme (S&B) describe the role of genetic evolution in linguistic category sharing among a population of agents. We consider their methodology and conclude that, although it is plausible that genetic evolution is sufficient for such tasks, there is a bias in the presented work for such a conclusion to be reached. We suggest ways to eliminate this bias and make the model more convincingly relevant to the cognitive sciences.

Müller's review of the neuroscientific evidence undermines nativist claims for autonomous syntax and the argument from the poverty of the stimulus. Generativists will appeal to data from language acquisition, but here too there is growing evidence against the nativist position. Epigenetic naturalism, the developmental alternative to nativism, can be extended to epigenetic socionaturalism, acknowledging the importance of sociocultural processes in language and cognitive development.

‘Organisational failure’ is central to medical ethics. In the National Health Service (NHS), we usually examine failures at hospital level. We have had around 100 hospital inquiries since the first in 1969, into Ely Hospital, Cardiff. This year, we had the Ockenden Report into Shrewsbury and Telford Hospital. Last year, we had the Outram Inquiry into West Suffolk Hospital. In 2020, the James Inquiry into Ian Paterson. And, before that, Morecombe Bay, Gosport War Memorial, Mid Staffordshire, Liverpool Community Health, Winterbourne (...) View, Anthony Ledward, Stoke Mandeville, Bristol Royal Infirmary and so on. As Taylor says, these reports teach us clinical failure usually has an institutional setting and that blaming individuals overlooks working ‘culture’. They have also led to: (a) new regulatory bodies to manage, investigate and improve NHS standards, (b) new codes of conduct to mandate reporting of serious accidents—backed up by the Whistle-blower’s Act and explicit statutory duties of disclosure, (c) root cause analysis to encourage consistent investigations so we can learn from reliable data and (d) new ‘Speaking Up Guardians’ and a Patient Safety Commissioner to encourage informal discussion about patient safety. Tragic choices arise during the COVID-19 pandemic when the limited resources made available in acute medical settings cannot be accessed by all patients who need them. In these circumstances, healthcare rationing is unavoidable. It is important in any healthcare rationing process that the interests of the community are recognised, and that decision-making upholds these interests through a fair and consistent process of decision-making. Responding to recent calls to safeguard individuals’ legal rights in decision-making in intensive care, and for new authoritative (...) national guidance for decision-making, this paper seeks to clarify what consistency and fairness demand in healthcare rationing during the COVID-19 pandemic, from both a legal and ethical standpoint. The paper begins with a brief review of UK law concerning healthcare resource allocation, considering how community interests and individual rights have been marshalled in judicial deliberation about the use of limited health resources within the National Health Service. It is then argued that an important distinction needs to be drawn between procedural and outcome consistency, and that a procedurally consistent decision-making process ought to be favoured. Congruent with the position that UK courts have adopted for resource allocation decision-making in the NHS more generally, specific requirements for a procedural framework and substantive triage criteria to be applied within that framework during the COVID-19 pandemic are considered in detail. Guth provided a persuasive rationale for inflationary cosmology based on its ability to solve fine-tuning problems of big bang cosmology. Yet one of the most important consequences of inflation was only widely recognized a few years later: inflation provides a mechanism for generating small departures from uniformity, needed to seed formation of subsequent structures, by “freezing out” vacuum fluctuations to form classical density perturbations. This paper recounts the historical development of this aspect of inflation and puts it in context of (...) the development of ideas on structure formation in relativistic cosmology, before turning to the comparison between inflation and a competing account of structure formation based on topological defects. One aim is to assess in what sense inflation is empirically tested through its account of the formation of structure, in light of persistent debates among cosmologists regarding whether inflation is “falsifiable.”. How can digitised assets of Galleries, Libraries, Archives and Museums be reused to unlock new value? What are the implications of viewing large-scale cultural heritage data as an economic resource, to build new products and services upon? Drawing upon valuation studies, we reflect on both the theory and practicalities of using mass-digitised heritage content as an economic driver, stressing the need to consider the complexity of commercial-based outcomes within the context of cultural and creative industries. However, we also problematise the (...) act of considering such heritage content as a resource to be exploited for economic growth, in order to inform how we consider, develop, deliver and value mass-digitisation. Our research will be of interest to those wishing to understand a rapidly changing research and innovation landscape, those considering how to engage memory institutions in data-driven activities and those critically evaluating years of mass-digitisation across the heritage sector. The concept of argumentation in AI is based almost exclusively on the use of formal, abstract representations. Despite their appealing computational properties, these abstractions become increasingly divorced from their real world counterparts, and, crucially, lose the ability to express the rich gamut of natural argument forms required for creating effective text. In this paper, the demands that socially situated argumentation places on knowledge representation are explored, and the various problems with existing formalisations are discussed. Insights from argumentation theory and social (...) psychology are then adduced as key contributions to a notion of social context which is both computationally tractable and suitably expressive for handling the complexities of argumentation found in natural language. Analogy with the monisms of fundamental physics suggests that a concept of symmetry breaking is likely to help towards developing an understanding of mind/matter monism. I explore some possible consequences of this concept, arguing that a broken symmetry, involving energy and 'what-it-is-like-to-be-ness'along with time, may occur and may manifest in the course of energy measurements. The resultant proto-panpsychist picture has the advantage of indicating how our complex, human consciousness could emerge from proto-conscious elements. According to Fischer and Ravizza, an agent has guidance control over some action A, whenever A is issued from one of their own moderately reasons-responsive mechanisms. This involves two elements: the process P leading to their action being suitably responsive to reasons-; and their taking an attitude towards processes of kind P such that they see themselves as the agents of the behaviour those processes issue. For the purposes of this paper, I assume that guidance control amounts to actually guiding (...) some action. I present, and defend, a counterexample in which an agent intentionally acts via a suitably reasons-responsive process which they have taken responsibility for and yet, intuitively, does not actually guide their action. On this basis, I argue that taking responsibility for a moderately reasons-responsive mechanism is not sufficient for having guidance control. (shrink)

A course focusing on ethical issues in physics has been taught to undergraduate students at Eastern Michigan University since 1988. The course covers both responsible conduct of research and ethical issues associated with how physicists interact with the rest of society. Since most undergraduate physics majors will not have a career in academia, it is important that a course such as this address issues that will be relevant to physicists in a wide range of job situations. However, in females, available evidence suggests that the process of ovary sex determination may take place independently in the germline and somatic lineages. In addition, in contrast to testis, in ovary somatic cells, female‐to‐male gonadal sex reversal can occur at times throughout ovary development and maturation. Modern health care rhetoric promotes choice and individual patient rights as dominant values. Yet we also accept that in any regime constrained by finite resources, difficult choices between patients are inevitable. How can we balance rights to liberty, on the one hand, with equity in the allocation of scarce resources on the other? For example, the duty of health authorities to allocate resources is a duty owed to the community as a whole, rather than to specific individuals. Macro-duties of this (...) nature are founded on the notion of equity and fairness amongst individuals rather than personal liberty. They presume that if hard choices have to be made, they will be resolved according to fair and consistent principles which treat equal cases equally, and unequal cases unequally.In this paper, we argue for greater clarity and candour in the health care rights debate. With this in mind, we discuss (1) private and public rights, (2) negative and positive rights, (3) procedural and substantive rights, (4) sustainable health care rights and (5) the New Zealand booking system for prioritising access to elective services. This system aims to consider: individual need and ability to benefit alongside the resources made available to elective health services in an attempt to give the principles of equity practical effect. We describe a continuum on which the merits of those, sometimes competing, values—liberty and equity—can be evaluated and assessed. (shrink)

We investigate the fate of determinism in general relativity, comparing the philosopher’s account with the physicist’s well-posed initial value formulations. The fate of determinism is interwoven with the question of what it is for a spacetime to be ‘physically reasonable’. A central concern is the status of global hyperbolicity, a putatively necessary condition for determinism in GR. While global hyperbolicity may fail to be true of all physically reasonable models, we analyze whether global hyperbolicity should be imposed by fiat; established (...) from weaker assumptions, as in cosmic censorship theorems; or justified by beyond-GR physics. This essay takes a hard look at the current state of much academic (mainly analytic) philosophy and sets out to diagnose where things have gone wrong. It offers a sharply critical assessment of the prevailing narrowness, cliquishness, linguistic inertness, like-mindedness, intellectual caution, misplaced scientism, over-specialisation, guild mentality, lack of creative or inventive flair, and above all the self-perpetuating structures of privilege and patronage that have worked to produce this depressing situation. On the constructive side I suggest how a belated encounter (...) with developments beyond its cultural-professional horizons continental might bring large (and reciprocal) benefits. This study evaluates corporate governance issues in publicly quoted companies in Nigeria, which border on board characteristics, composition and roles in strategy development processes, appraisal of directors, as well as relationships between boards and CEO, top management and other stakeholders. The empirical findings of the study reveal useful insights with respect to corporate governance practices in Nigeria. The results show that Nigerian public companies have embraced the principles of good corporate governance, although they are at different levels of adoption of (...) the various corporate governance issues. These companies have medium-sized boards, with majority of them having leadership structures that are characterised by separation of the positions of chairman and CEO. This paper draws a number of conclusions and recommendations and also highlights some limitations that can be improved upon in future studies. (shrink)

The Theory of Event Coding (TEC) is a new framework for understanding interactions between perception and action. We are concerned that the theory is underspecified, showing that it can easily be used to make exactly opposite predictions. Precise specification of the time course of activation and binding is needed to make the theory useful for understanding the perception-action interface.

In Kim Stanley Robinson, part of the Modern Masters of Science Fiction series published by the University of Illinois Press, Robert Markley ambitiously sets out to tell the story of Kim Stanley Robinson's oeuvre by offering a "mid-career report that traces the developing concerns in his fiction". The challenge of connecting the wide-ranging concerns of Robinson's fiction necessarily risks eliding or simplifying key elements of that story. Nonetheless, Markley is able to leverage Robinson's characteristic iteration over crucial narrative and critical (...) themes throughout his oeuvre to articulate the trajectory of Robinson's concerns across three decades of writing, making this work an excellent introduction to a...
